James Paul Kelly was born in Pittsburgh, PA, the second child and first son James Patrick Joseph Kelly and Harriet Clare Curran. James Married Margaret Barrie Cumming on January 22, 1938 in Allegheny Country, Pennsylvania.

As children, James and his siblings were encouraged by their mother to take dance lessons. The family later ran a dance studio at which lessons were taught by four of the Kelly children. James seems not to have taught there, as he didn't have as strong an interest as his siblings. His brothers Fred and Gene pursued careers as dancers and Gene Kelly was to become quite famous on Broadway and in Hollywood films.

James' career led him in an entirely different direction, and he become an aeronautics engineer.
