Born on November 8, 1947 in Beckley WV, Bill was the only son of the late William A. and the late Janice J. Fink.
He was also preceded in death by his sister, K. Susan Fink and brother-in-law, Cecil Cummings.
Bill was married to Kathy Bragg Fink, who survives him, for 49 years and they had two children together, Crystal L. Elam (Samuel B. Elam) and Erik A. Fink (Wendy Clark Fink). Bill and Kathy have 6 grandsons that continue in this life, Michael, William, Alexander and Gryphon Elam; Chase and Logan Fink. He is also survived by his sister, Alisa A. Cummings.
Bill lived a life of public service that spans over 50 years beginning with 2.5 combat tours with the US Army during the Vietnam War. Following his honorable discharge from military service, he became a police officer for the City of South Charleston WV where he worked with other police officers to start the SCPD SWAT team and worked with the community to implement the DARE and Neighborhood Watch programs. Outside of his police duties, Bill was part of developing the WV K9 Search and Rescue organization as one of the first members of the organization. After 25 years of service to the residents of South Charleston, Bill retired from his position as SCPD Chief of Detectives. Bill then accepted an invitation to join the Department of Protective Services at the WV State Capitol complex in Charleston WV and served the public for another 10 years before retiring. Retirement allowed Bill to pursue his passions for history and geology, often combining the two fields as he looked into the past.
Bill’s public service continued as he volunteered weekly at the Charleston WV Veterans Affairs Clinic for the last 12 years of his life. And he’s still waiting on the saga of Oak Island to end.
A celebration of his life will be held from 11 am - 12 Noon Friday, February 7, 2020 at the United Disciples of Christ, 100 United Disciples Drive, South Charleston. He will be laid to rest at Donel C. Kinnard Memorial State Veterans Cemetery, Dunbar.
Cremation services are being provided by Affordable Cremations of WV, 413 D Street, South Charleston.
