James was the son of Stephen Carroll and Parizade Dekle. He was a veteran of the Confederate States Army, Company B, 29th Regiment, Georgia Volunteer Army. He was severely wounded in the lower leg at the battle of Chickamauga. His brother Simeon Carroll was killed in the same battle.
He married 1st in 1864 to Julia Ann C. Watson. She died in 1882. He married 2nd to Mary Etta Shaver, daughter of Turner Shaver and Annie Garner. When the Oklahoma territory opened for settlement James moved from Texas and lived there for many years. In later life he returned to his home in Anderson County.

"Mr. J.C. Carroll, who was sick for a long time, died this morning at 11:15, aged 78 years, at the family home, 611 Tennessee Ave. Mr. Carroll was a good man and had lived an honorable and useful life."
