US Congressman. A member of the Democratic Party, he served California's 8th (1973 to 1975), 9th (1975 to 1993) and 13th (1993 to 2013) Congressional Districts in the United States House of Representatives. Born to parents of Swiss and German descent, he attained his Bachelor of Science degree from Massachusetts Institute of Technology and later received a Master of Business Administration from the University of California at Berkeley. He served with the United States Air Force and after his discharge, he worked as an executive in the banking industry. He succeeded George P. Miller for his Congressional seat and during his 40 year tenure, Stark was an advocate for Health Care legislation and opposed the George W. Bush Administration in regards to was with Iraq (2003). He served on the Committee on Ways and Means. He was defeated by Eric Swalwell for reelection in 2012.
