US Congressman, Mayor of Wilmington, Delaware. A member of the Republican Party, he served Delaware's At-Large Congressional District in the United States House of Representatives from 1957 until 1959. He studied at Princeton University and during World War II, he served with the United States Coast Guard Reserve. After his discharge, he worked as an executive in the dairy industry, prior to being appointed by President Eisenhower to serve as Secretary of the Departmental Council of the Department of Health, Education and Welfare. Haskell defeated Harris McDowell for Congress, however he lost to McDowell in a bid for reelection. He went on to serve as Mayor of Wilmington, Delaware from 1969 until 1973
