He was born Douglas Milo Loomis on October 4, 1962 at Watertown, the son of Milo and Marcella (Tipton) Loomis. He attended school in Garden City until it closed and then in Clark, graduating in 1980.

Doug then moved to Minneapolis and briefly to Arizona, working for various construction firms. In 1989 he married Peggy Fleagle and returned to South Dakota. To this union three children, Alyssa, Amanda, and Matt were born. The marriage later ended in divorce.

While living in Garden City he worked for Hartley and Schulz Construction until becoming a blade operator for the Clark County Highway Department, a position he held until retiring on May 21 of 2019. He was looking forward to traveling and possibly moving to Kansas.

In high school Doug participated in wrestling for a brief time. In his free moments of his adult life he enjoyed family vacations to Florida, fishing with his nephews in the winter and summer, hunting with his daughter Alyssa, and the annual get togethers of family for the 4th of July. As we all know, Doug thoroughly loved grilling, as evident by all of the selfies he took during the summer!
Preceding him in death were his parents and a son-in-law, Jeremy Carroll.

Survivors include his children, Alyssa Carroll of Topeka, KS, Amanda Loomis of Garden City and Matt Loomis of Clark, a granddaughter, Candace Rose Carroll of Topeka and Baby Boy Carroll due in June. He leaves a sister, Rachelle (Jeff) Stricherz of Sioux Falls and a twin sister, Debra (David) Waples of Garden City and nieces and nephews, Heidi (Ernie) Geranen, Ashley (Nick) Dalton, Shawn (Ashley) Waples, Jorden Stricherz and fiancé Brandee, Lee (Jenn) Stricherz, Brad Stricherz, and Abby (Matt) Joachims, an aunt, Shirley Tipton of Clark and a host of other relatives and friends.

In lieu of flowers, memorials would be appreciated.
