BALLSTON SPA, N.Y. - Margaret Hoover Fennell, 89, formerly of Hop City Rd., died at Wesley Health Care Center in Saratoga Springs. Born in Washington, D.C., she attended George Washington University Law School and University of Maryland. She was the principal of four elementary schools in Price George's County and was instrumental in introducing ungraded schools in Prince George's County. She was awarded the Outstanding Educator Award in 1974. She was a member of the American Assoc. of University Women and the League of Women Voters. She was also a senior volunteer in Maryland.

Parents - Dickerson N. Hoover, Jr. and Theodora Hoover.
Daughters - Elizabeth Kmen of Ballston Spa, Joan Fina of Saratoga Springs, and Anne Fennell of Austin, Texas.
