In 1891 his father retired and Charles purchased his fathers interest in the company. He was elected to the Rhode Island State House in 1894 and served until 1900 when he became Lieutenant Governor. When Governor Gregory died on December 16, 1901 Charles Kimball became Governor and served until 1903 when he was defeated for reelection. In 1916 he was a Republican presidential elector.
