Hempstead developed one of the most successful law practices in St. Louis & became the first delegate to Congress from the Missouri Territory. He founded the Board of Education & helped St. Louis public schools obtain property & revenue. He helped to shape his good friend Thomas Hart Benton's interest in politics & Benton went on to become one of Missouri's most renouwned statesmen.
