Samuel was the son of Richard Bailey II and Isabel Ferguson,
- grandson of Richard Bailey I & Elizabeth Belcher
and Samuel Ferguson & Mary Jameson.

He married Mary Walker on 16 August 1816, Giles county, Virginia, the daughter of John Walker & Nancey Mullins.

Samuel was the father of six sons who served in Virginia regiments during the Civil War. His sons in law also served in Virginia regiments. The first husband of his daughter Isabel was a casualty. His younger sons moved to Texas. He was witness for marriages and land transactions of his relatives & others, and involved in many different pursuits. The 1838 land tax listed him as the owner of 1,094 acres. His name is also listed on the first Grand Jury of Mercer county after its formation. In his father's land transfer to his brother Eli, his name is given as a Justice of the Peace.
Mention is made of a blacksmith shop in records of the family; also that he was a fine carpenter and cabinet maker.
The 1870 census taken in the early part of September is the last one for Samuel, his household is on page 10.
The death entry says Samuel (no initials), 83 years of age, the informant was D. Calfee, friend.
