Officer Stephen Paul Carr, 27 of Fayetteville, AR passed away Saturday, December 7, 2019 while on duty serving the citizens of Fayetteville. He was born September 12, 1992, in Houston, TX to Paul Allen Carr and Tonya Wilson.
Stephen lived in The Woodlands, Texas growing up and graduated from The Woodlands High School in May of 2011. After high school, Stephen attended Southwest Baptist University in Bolivar, Missouri on a football scholarship, where he obtained a Bachelor of Science in Economics/Finance. Injuries forced Stephen's retirement from football; however Stephen transitioned from football player to grad assistant/intern for the school.
After graduation, Stephen accepted a position in the management-training program at Sam's Club. After training, he was assigned to management at the Sam's Club in Fayetteville. Stephen applied to become a Fayetteville police officer because he wanted to fulfill a lifelong dream of becoming a police officer and help make the community a safer place.
Stephen was hired by the Fayetteville Police Department in April of 2017. He was a patrol officer assigned to the Dickson Street Entertainment District. Officer Carr was known as a "gentle giant". He was calm, fair, and cared about individuals he served in the entertainment district.
Known for his love of cooking, Stephen was a huge Texans fan, and he loved to hunt with his father.
He was preceded in death by his mother, Tonya Wilson.
He is survived by his father, Paul Carr of Conroe, TX, one sister, Kristin Carr of Conroe, TX, paternal grandmother, Joan Carr of Royal Oak, MI, girlfriend Madi Rader of Fayetteville, two uncles, Wayne Carr of Royal Oak, MI, Brian Carr of Syracuse, NY, and one aunt, Ginger Aycock of Katy, TX.
A visitation for Officer Carr will be held on Wednesday, December 11th from 3:00 PM until 7:00 PM at University Baptist Church in Fayetteville.

An Arkansas police officer has been shot and killed outside their police precinct.

Officers with the Fayetteville Police Department were inside the building when they heard gunshots outside at approximately 9:42 p.m. on Saturday, according to a statement from the Fayetteville Police Department.

When two responding officers went outside they located an armed suspect, later identified as London T. Phillips, directly behind the police department.

Phillips exchanged gunfire with officers and was shot during the encounter, police said.

The victim, Officer Stephen Carr, was later found shot inside his patrol vehicle that was parked in the police department parking lot, authorities said.

Emergency medical personnel responded to the scene and treated the officer and the suspect but both of them succumbed to their injuries. and were pronounced dead on scene.

An investigation showed Carr was "ambushed and executed" while sitting in his patrol vehicle, police said.

In a brief press conference Fayetteville Police Chief Mike Reynolds said there seems to have been no motive at all and it "appears the suspect came into the back parking lot and just executed my officer."

RE: Officer involved shooting investigation

On Saturday, December 7, 2019 at approximately 9:42 PM, gun shots were heard behind the Fayetteville Police Department. Officers inside the police department immediately responded and heard additional gunshots. Officers located an armed suspect directly behind the police department, later identified as London T. Phillips 35 of Fayetteville. The armed suspect had a confrontation with officers resulting in the officers firing their weapons at the suspect. Directly following the shooting officers located Officer Stephen Carr shot inside his patrol vehicle, while parked at the police department.

Officers immediately rendered aid to both the officer and suspect. At approximately 9:45PM, Fayetteville Fire Department and Central EMS arrived on scene and began life saving efforts for both the officer and suspect. Both the wounded officer and suspect succumbed to their injuries and died at the scene.

Evidence shows that Officer Carr was ambushed and executed while sitting in his patrol vehicle. Preliminary investigation also shows that two officers, whose names will not be released at this time fired at the suspect. These officers have been placed on paid administrative leave in compliance with city and police department policy until the Chief of Police is able to review the findings of the investigation. The Fayetteville Police Department has requested that the Washington County Sheriff’s Office, and the Federal Bureau of Investigations (FBI) conduct an independent investigation. These are the details as we know them at this time. As more information comes to light we will make that available.

FAYETTEVILLE, Ark. (KFSM) -- The identity of the Fayetteville Police Officer who was shot and killed behind the Fayetteville Police Station has been released.

According to Fayetteville Police Chief Mike Reynolds, 27-year-old Officer Stephen Carr was by himself in the parking lot waiting for his partner when the suspect, 35-year-old London T. Phillips, approached and shot him.

Carr began his career with the police department in April of 2017. He was assigned to patrol the Entertainment District.

When reports of shots fired came in on Saturday (Dec. 7) around 9:40 p.m., several officers were inside the department at the time and came out to find Officer Carr down next to a police cruiser. According to Chief Reynolds, officers immediately engaged with Phillips and more shots were fired. The entire situation was over in under thirty seconds.

Both Officer Carr and Phillips were pronounced dead on scene. It was determined by investigators that Carr was shot once in the head, and Phillips was shot multiple times. Evidence shows Officer Carr was ambushed while sitting in his patrol vehicle.

Phillips used a 9mm Taurus pistol, and was equipped with two cases of ammo.

According to Chief Reynolds, Phillips had a brief history with police. In December 2018, he was reported for impersonating a police officer.

Two unidentified officers who fired at Phillips during the incident were placed on paid administrative leave in compliance with city and police department policy until the Chief is able to review findings of the investigation.

The Fayetteville Police Department has requested that the Washington County Sheriff's Office and the Federal Bureau of Investigation (FBI) conduct an independent investigation.

U.S. Congressman Steve Womack, who represents the 3rd District of Arkansas, released a statement Sunday (Dec. 8) about the shooting saying, in part, "Officer Stephen Carr proudly wore his shield while upholding his oath to keep Arkansans safe each day. He was on duty about to begin another shift when he was unjustly targeted and assassinated. He will be remembered for his dedication to community, the selfless service he exemplified, and the meaning of the uniform he wore. This tragedy serves as a reminder of the risks our brave men and women in uniform face each day. I join all Arkansas in mourning the loss of Officer Carr and offer my deepest condolences to his family, loved ones, and the Fayetteville Police Department."

At a new conference FPD Chief Mike Reynolds stated that the suspect, Landon T. Phillips came into the police department parking lot at the back of the building, walked up to Officer Carr's patrol car and shot into the car several times. One shot hit Officer Carr in the head.

BREAKING NEWS: Corporal Seay Floyd and Officer Natalie Eucce both fired their weapons during the incident and have been placed on paid administrative leave per Fayetteville Police Department policy, according to the Fayetteville Arkansas Police Department.

Officer Eucce & Officer Carr graduated from the academy together and joined the FPD at the same time.
