He was a graduate of Suffolk High School where he played the trumpet in the Marching Band. He worked for Suffolk Public Schools for the past ten years at Creekside Elementary. Jeffrey was a member of Metropolitan Baptist Church.
He leaves cherish his memory four daughters, Shea N. Bailey Cross of Douglasville, GA, Shannon L. Evans of Portsmouth, VA, Kelisha Branch and Kiara Branch both of Suffolk, VA; son, Deshaun L. Bailey of Portsmouth; four sisters, Vickie A. Bailey-Clark of Conroe, TX, Pamela M. Bailey of Rock Hill, S.C, Crystal Bailey of Virginia Beach, and Thelma Miller of Greenidge; brother, William Alexander Bailey of Suffolk; 10 grandchildren; a host of nieces,nephews, cousins and friends.
A celebration of life will be held 11:00 a.m. Saturday, December 7, 2019 at Antioch United Church of Christ, 900 Hull Street, Suffolk, VA. He will be laid to rest in the C.W. Ash Garden of Carver Memorial Cemetery.
