She was a lifelong resident of Palatka. She was a member of the Tree of Life Evangelistic Pentecostal Church, S. D. James Association and a graduate of Palatka Central High School, Class of 1972. She attended St. Johns River Community College.
She is survived by her husband, Frank L. Bell of Palatka; two daughters, Sabrina D. Stephens and Lor'Fontana D. Harrell, both of Palatka; mother, Rosa Lee Stephens of Palatka; father, Otha Lee Stephens of Lannett, Ala.; sister, Diane McKinnon of Palatka; brother, Johnny Stephens of Jacksonville; grandmother, Nellie Stephens of Atlanta; and five grandchildren.
