Todd attended School of the Osage until the 5th grade, he then attended Eldon and graduated in 1989. He took college classes for three years at Columbia College in Osage Beach, Missouri for Criminal Justice.
Since he was little, Todd wanted to be a Police Officer. In 1993, he graduated the Police Academy at University of Missouri. For the next 15 years, he worked various local law enforcement agencies - Morgan County Sheriff’s Department; Linn Creek Police Department; Sunrise Beach Police Department and Laurie Police Department.
In 1995, he married Julie A. Rector of Camdenton, Missouri. After four years, they divorced. On February 21, 2003, he married Joy E. Foster of Blaxland New South Wales, Australia. They had three children - Stephen Foster, age 31; Amelia Foster, age 29 and Marc Foster, age 26. He also was blessed with two granddaughters that he adored, Hayleigh, age 9, and Elyssa, age 8.
Before becoming disabled, his hobbies were fishing, hunting, entering compound bow competitions and putting together a law enforcement bass tournament at Lake of The Ozarks. He loved teaching his children how to fly fish at Bennett Springs.
In 2012 , Todd moved back to Eldon and resided with his mother and sister. He enjoyed good food, guns, surfing the internet and watching TV, especially Blue Bloods and Live PD. He loved watching Nascar, Mizzou Football and the Kansas City Chiefs with his mother, sister and fur boys - Griffin, Jazz and Peanut.
Todd is survived by his wife Joy; children Stephen, Amelia and Marc; grandaughters Hayleigh and Elyssa. His mother Kaye, father Bill and his sister Robin Watson; Grandfather Junior Judd; Aunt Marilyn Harris; Uncle Randy and Aunt Cheryl Judd; Great Aunt Marilee Barnard and Kay Johnson and many many cousins. His best friend Joe Groce and the fur boys - Griffin, Jazz and Peanut.
He is preceded in death by his twin babies, Billy and Corwin; Grandparents - Margaret Judd, Melvin and Phyllis Linthicum, Corwin Watson and Bud and Helen Connor; Parent in laws - Ron and Lorna Chenhall; Granddaughter Gemma; Great grandparents - George and Jesse Easley and Alva and Alice Judd; Several aunts, uncles, and cousins; Also his two special fur boys Speck and Oscar.

Private Graveside Services will be held at Redburn Cemetery in Rover, MO at a later date.
