Louise was born July 5, 1931 in Elmo, Missouri. She was the 2nd of 5 children born to Ogle Samuel Billingsley and Ola Mae (Ragain) Billingsley.
Louise was united in marriage to Wayne L. Smelcer on October 10, 1951 in Baltimore, Maryland. He preceded her in death. She later was united in marriage to James L.”Red” Carter on November 27, 1985 in Paducah, Kentucky. He also preceded her in death.
Louise is survived by her son, Ronald Lee (Alicia) Smelcer; 2 daughters, Diann (Keith) Browning and Joan (Benny) Browning both; 9 grandchildren, Ronald W. (Margaret) Smelcer, Kendall (Kelsey) Browning, Sara (Aaron) Ridlen, Jessica (Shawn) Hughes, Brad (Chelsey) Browning, Brenda Browning, Allen Sharp, Vickie Sharp and Michelle Surratt; 18 great- grandchildren; her brother, Lewis Dale (Christine) Billingsley; several nieces, nephews, cousins, other relatives and many dear friends.
In addition to her parents and husbands, Louise was preceded in death by 2 grandsons, Michael Cease and William Earl Cease; an infant brother and 2 sisters, Ola Mae Krueger and Lucille Maze.
Louise graduated from Prairie du Rocher High School. She enjoyed reading Christian fiction and flower gardening. She attended the Logan Church of God in Logan, Illinois.
A service honoring the life of Louise Carter will be held on Saturday, November 9, 2019 at 1 PM at the Busby Chapel Freewill Baptist Church, 7715 Illinois Route 37 Goreville, Illinois. Rev. Rick Fowler will officiate.
Burial will be in the Busby Chapel Cemetery. Visitation will be held on Saturday, November 9, 2019 from 11AM - 1PM at the Busby Chapel Freewill Baptist Church.
