She was baptized at an early age and attended the Cleveland Heights Schools in Ohio. Being a very hard worker, as well as, a determined person with a loving and sweet spirit, she was very loved and admired by many people. In addition to her kind heart and diligent work ethic, she was known for her intelligence. Jessica went on to receive both her bachelor's degree and a master’s degree in Public Administration.
A Christian mother who raised her children in church, she set a great example of love. Fondly called Jessica, by her family and friends, she went on to be successful in her career. For over 40 years, she was an active church member, in her hometown and other churches that she attended. She was a youth choir director, Sunday school teacher, choir member, directed the youth plays, and she was an event organizer for the church.
As a child, she loved to roller skate, and ride her bike. Jessica was unique, and very special. A one of a kind person, with a kindred spirit, and a good sense of humor.
She will always be missed. She leaves to mourn her passing, four children, Elicia (Dorian) McCall, of Langley, AFB, VA, Edward J. Carter of Fredericksburg, VA, Gregory A. Carter, of Huntsville, TX, and Leon Waldo, of Portsmouth, United Kingdom; three grandchildren, Jaiden Smith of Houston, TX, Zuri McCall of Langley, AFB, VA, and Amyra McCall of Langley, AFB, VA; her mother, Darthula L. Carter of Henderson, NV; a brother, Mario A. Carter, of upper Marloboro, MD; and a host of other relatives and friends.
