Octavio was the son of Marco Antonio Ortega and Melida Ursula Urbina. He emigrated to the United States in the early 1950's. He lived in Los Angeles until 1963. He then moved to Monterey Park. He worked at Blake, Moffet and Towne. This company packaged and distributed paper products. He had two sons and a daughter from his first marriage. He had three sons from his second marriage. The daughter and one son predeceased him. Octavio was a good family man. He would take his family on annual summer vacations. He would visit his sisters frequently. He had an upbeat personality and was considered the life of a party. He suffered from epilepsy which was kept under control through medication. Several months before his death, he suffered a stroke (cerebral Hemmorrage).
