Tara was born the daughter of James R. and Donna Mae (Smalley) Kelley. She graduated from Bentley High School in 1984. Tara served in the US Navy for six years and later in the US Army Reserves and The National Guard all totaled for 19 years. Tara graduated from U of M Flint with a Bachelor's Degree. She has been employed as a Corrections Officer with the State of Michigan for 19 years. She and her longtime partner, Angelina Winn, loved the outdoors, camping, kayaking, and hiking Tara also loved reading and all sports and was very athletic. She loved her pet cats very much.
