Dinah came from a very hardscrabble background in Pumpkin Valley near Eidson in Hawkins County, TN. She came to the forefront in assisting her mother, Amanda (Mandy) Jane Taylor Carter Fain in the unenviable task of moving to Willow Shoals, KY in 1913 to assist in taking care of her older brother Cicero C. Carter's two young children after his wife Victoria Fields Carter died in childbirth of their fifth child.

Cicero was working up there at Willow Shoals, KY on a rock crusher at the Kentucky Locks & Dam Project #13 but later became ill and died from complications of surgery in Richmond, KY in 1917. Family including Willard Carter came up to KY and brought Cicero's two young children, Lincoln and Callie Mae Carter along with their grandmother Amanda and aunt Dinah back to Pumpkin Valley. This must've been a very arduous and sad journey via rail and wagon back to their grandmother Amanda's home. The two young children's grandmother Amanda and Dinah raised these two children under very difficult circumstances. Dinah's brother Alvin was away in Europe in WWI during this time of trouble. She deserves a gold star in heaven for her efforts assisting her mother during these hard times for the family.
