He was the son of Joel W Parker, Sr. and Mary Brewer Parker. He was an inspector for the Bartow County Government for over 36 years. He was a member of White United Methodist Church. He was preceded in death by his parents; uncle, Bill Smith; and aunt, Mildred Parker. He is survived by his wife, Janice Cooper Parker; son and daughter-in-law, Jason and Brandi Parker; grandchildren, Joseph, Benjamin, and Isaac; sister, Elizabeth Lockaby; and aunt, Margaret (Bodge) Smith.
