Stephen Allen "Steve" Welch, 73, of Bargersville, Indiana, passed away October 17, 2019 at his residence surrounded by his loving family. He was born July 2, 1946 in Indianapolis, Indiana to Hugo Welch and Muriel Grace (Clark) Welch Johnson.

Steve attended IUPUI and Ivy Tech in Indianapolis. He was a United States Marine Corps Veteran of the Vietnam War having served three years with the rank of Corporal. He was employed by Indianapolis Power and Light for thirty years, later working for Bargersville Utilities for eleven years. Steve was a former councilman for the Town of Bargersville where he had served as council President. He was a current member of Gracepoint Church in Whiteland, Indiana for eleven years, and a former twenty-seven year member of Emmanuel Baptist Church in Stones Crossing and Honey Creek United Methodist Church, both in Greenwood, Indiana where he was an active church member and served in various roles including head usher, Deacon, Trustee, lay minister/teacher, and other committees at the various churches. He loved to work the election polls and serving in local politics. While in Boy Scouts, he had earned the honor of Eagle Scout and enjoyed running the Indianapolis Mini-Marathons.

Survivors include his loving wife Betty Jo (Smith) Welch of Bargersville, whom he married on July 24, 1968 at Honey Creek United Methodist Church in Greenwood; two daughters, April Michelle Ballard and her husband Dale of Kaufman, Texas and Crystal Dawn Ison and her husband Shane of Rockwall, Texas; grandchildren, Katelyn Ballard, Kylie Ballard, Hannah Ison, Grace Ison, Faith Ison, Charity Ison, Elijah Ison, Gideon Ison, Titus Ison, Hope Ison and Simeon Ison; siblings, Judy Shaw Allen of Indianapolis, Victor Welch of Indianapolis, Mary Wagner and her husband Fred of Fishers, Indiana, Alice Green Wallen of North Vernon, Indiana, Jerry Coonfield and her husband Richard of Indianapolis, Rachael Faucett of Indianapolis, and Wilma Richardson and her husband Paul of Mendota, Illinois. In addition to his parents, he was preceded in death by a son, Gregory Allen Welch; a baby girl; stepfather, Ray Johnson; siblings, Kenneth Johnson, Sylvia Terry, Patricia Smith, Marie Sanders, Shirley Rusomaroff, Beverly Johnson, Earl Johnson and Douglas Johnson.

Dr. James Devney and the Reverend Stan Glover will conduct services 10:00 a.m. October 22, 2019 at Gracepoint Church - 330 Whiteland Road, Whiteland, Indiana. Friends may call 4:00 p.m. to 8:00 p.m. October 21, 2019 at Swartz Family Community Mortuary and Memorial Center - 300 South U.S. 31 (Morton Street) in Franklin, Indiana and on October 23, 2019 from 9:00 a..m. till service time at the church. Burial with full military honors will follow at Forest Lawn Memory Gardens, Greenwood.
