Born December 21, 1956, in Hagerstown, Maryland, she was the daughter of the late Nelson and Francis Edna West Penwell.
Sugar owned and trained horses at the Charles Town Race Track. She enjoyed spending time with her loving family and grandchildren.
She is survived by sons, Michael Conway, II and wife, Jennifer and Charles Cook, Jr.; daughters, Keri Worrell and husband, Alexander, III and Mary "Ginny" Cook; brothers, Nelson Penwell and Tony Penwell; fourteen grandchildren, Cedric, Jalil, Nachea, Ceddie, Journee, Trenton, Kiersten, Brianna, Novaleigh, Mikayla, Kamrym, Michael III, Aden and DeMarkus and great-grandson, Kaiden.
In addition to her parents, she was preceded in death by her daughter, Misty Conway.
A memorial service will be held at a later date.
