Jerome came to Texas about 1854. He lived in Lee County, Bastrop County, Burleson County, Wise County, Denton County, and Brown County. He taught in the first public school in Bastrop County, where he met his future wife, Margaret Turner. They married 30 Apr 1857 in Burleson County, Texas.

Jerome and Margaret were the parents of six children: James, Alonzo Claud, Ann Zillah, Josiah Juan, Eugene Sue, and Addie Augusta.

While living in Wise County, Texas, Jerome was elected to the office of Justice of the Peace.

Jerome's parents were Josiah Smith, born in New Jersy and Susannah Lafferty, born in Delaware. The Smith and Lafferty families moved to Ohio in the early 1800's, and Josiah and Susannah were married in Clermont County, Ohio 20 April 1826.
