US Congressman. He enlisted for World War I and served in the Navy until the end of the war. He graduated from Cumberland College in 1920, studied law at Columbia University and the University of Kentucky and became an attorney in 1924. During World War II Siler returned to the military as a Captain in the Army and served from 1942 to 1945. In 1946 he became a Judge of the Kentucky Court of Appeals, serving until 1948. In 1951 Siler was the unsuccessful Republican nominee for Governor. In 1954 he was the successful Republican candidate for a seat in the US House of Representatives and served five terms, 1955 to 1965. He did not run for reelection in 1964 and returned to practicing law in Williamsburg. A lay preacher in the Baptist church, Siler served as Moderator of Kentucky's General Association of Baptists, a post once held by his father. He also served as a Trustee of Cumberland College and member of the Board of Directors of the Bank of Williamsburg and the Kingsport Grocery Company. His son Eugene E. Siler Jr. served as US District Court Judge for eastern Kentucky from 1975 to 1991 and on the US Court of Appeals from 1991 until retiring and assuming Senior Judge status in 2001.
