Thomas Allen Winger Frame was born on December 9, 1947, in Indianapolis, Indiana, his father, Richard Allen Winger, was 21 and his mother, Marjorie Elaine Mills, was 18. He was adopted by Ford E. Frame following the marriage to Marjorie Elaine Mills. Thomas married Janice Marie Johnson and they had Robert Warren Frame (adopted by step father and changed his surname to Loshak) together. He then married Deborah Maureen Storey and they had two children together that included a daughter Dawn Johanna Heidi Frame and a son named Ryan Thomas Frame. Both children were later adopted by a step father and changed their surname to Romilly. He also had one daughter with Sherrine Anna Marlow named Chandra Sherrine Marlow. He died on May 16, 2016, in Roseville, California, at the age of 68. His ashes were spread by his family members on a Seaside, Oregon beach where he resided for many years.
