Romulus M. Saunders was born near Milton, Caswell County, North Carolina. Saunders was a lawyer, legislator, Speaker of the North Carolina House of Commons, U.S. Congressman from 1821 to 1827 & 1841-1845, North Carolina Attorney General, North Carolina Superior Court Judge, and the unsuccessful Democratic Party nominee for Governor in 1840. President James K. Polk appointed him minister to Spain (1846–1849).

Saunders was married twice. He was first married to Rebecca Paine (or Payne) Carter on December 22, 1812. They had five children. After her death, Saunders married Anne Heyes Johnson on May 26, 1823. They had at least four children.

Saunders died on April 21, 1867, and is buried in the Old City Cemetery, Raleigh, North Carolina.

Romulus M. Saunders was the father of Jane Claudia Saunders Johnson, wife of Maryland CSA General Bradley T. Johnson. He was instrumental in helping his daughter secure supplies and uniforms for her husband's Confederate Maryland troops (of the 1st & 2nd Maryland Infantry, CSA.)
