Lori was born on August 17, 1964 in Latrobe, PA; the daughter of William Fred and Belva Lee (Karp) Marco. She was raised in Derry Township, PA; graduating from Derry Area High School in 1982. Lori attended college at the University of Pittsburgh, graduating with a Bachelors Degree in Electrical Engineering in 1986.

Lori was married to William H. Fox, Jr. and had two children: William H. Fox III and Wesley S. Fox.
