Cynthia was the child of Bobby Jack Hall (139177251) and Venita Edith Harvey Hall Hyder 9.3.38 - living. She was a sister to Bradley Jay Hall (50309856) 2.13.58-6.19.01, Barbara Janette Hall (73978184), Susan Arlene Hall Ince, 9.7.64 - living, and Katharine Kay Hall Peak Whitehead 6.30.68 - living. She married and divorced Billy Paul Hoggatt while living in Seymour. She had two children who are still living: Leigh Ann Hoggatt and Andrew James Hoggatt.

Cynthia moved to Seymour, Missouri, with her family in 1977, graduating high school in May 1981. She attended Southwest Missouri State University where she studied art. Later she took at job at Hutchens Industries as a welder until health forced an early retirement.
Cynthia was a generous person and fun-loving. She loved art and was quite talented. Over the years, she developed a love for hunting, fishing, and photographing wildlife. More than anything, she loved her children and her mother. She will be fondly remembered and greatly missed by all who knew and loved her.
