Mrs. Welsh was born Jan. 8, 1960, in Scottsbluff, Neb.
Deb was the recreational director at Life Care Center of Cheyenne.
She is survived by her husband, Edward C. Welsh, whom she married March 17, 1988, in Cheyenne; daughters, Bobbi M. Falzone and Rebecca F. Gardner; sons, Sean P. Welsh, Kyle A. Welsh and Bryan S. Welsh; father and stepmother, Robert and Rhonda Carpenter; brother, Robert Carpenter; 11 grandchildren; one niece; and one nephew.
Mrs. Welsh was preceded in death by her mother, Janice Marie King.
