Carter, Rebecca Ballard, 66, of St. Stephens Church, Va., went to be with the Lord and Savior on Monday, May 27, 2019. She was preceded in death by her parents, Richard Ballard and Betty Nixon; her grandson, Thomas Allen Lane, III. She is survived by her loving husband, Billy Carter; children, Bill Carter (Candice), Becky Lane (Allen) and Betty Seay (Bryan); grandchildren, KateLynn Seay, Anna Lane and Abby Lane; her loving siblings, Richard Ballard (Cindy), Nancy Kuhn (Roger) and Robert Ballard (Violet); her aunt and best friend, Patricia Davis; and numerous nephews, nieces and cousins. Becky worked for many years at Henrico Doctors Hospital where she eventually retired to spend time with her grandchildren. Becky was the best wife, mother, and friend that anyone could ask for. The family received friends May 30, at Bliley’s-Central. A private graveside service was held for the family.

Her mother is buried in Westhampton Memorial Park, so she may be there, also.
