Lucille“Lucy” C. Harley was born in Wallace, Idaho on Feb. 10, 1929. Her parents moved to Oregon early in her life. She married Frank Harley on Oct. 23, 1946, whom mom referred to as a, “wonderful, dear father and companion.” Frank passed away in Jan. 1992. Mom worked for 16 years (1968-1984) with the Office of Personnel Management through the Civil Service Commission & worked in Furnace Creek Ranch & Inn as a Personnel Director in California until she retired in May of 1989. In 1977 she was Portland’s Federal Employee of the Year and received a special citation in Washington D.C. “for the creation and development of the commissions Armed Forces testing program.” When Moms girls were growing up, she served in the PTA, church and school youth groups as a Blue Bird Leader and Horizon Leader. Mom loved bowling, golfing and walking. After Dad died, she maintained the home they built until she moved to a smaller home in 1999. She loved to garden, making sure no weeds were in her flowerbeds. She even had a little plant island that she called, “Lucy’s Island”. Mom eventually sold her home to move into an apartment for independent seniors called “The Heights”, she loved it there! On August 17, 2013, Mom had a stroke which left her right side paralyzed. Mom moved into RN Villa Care Center in October 2013 where she stayed. Mom passed away on Christmas Day, Cindy, Paul, Beverly and Beth were at her side when she passed on. Mom was a very good mother and she will be dearly missed. She joined the Resurrection Lutheran Church around 1997, before that she was a member of Parkrose Christian Church. We girls, Kathie, Susan, Cindy and Candy were fortunate to have been raised by two loving parents. They took us camping, horseback riding, fishing and road trips to Canada and Mexico. We were blessed. Lucy is survived by 12 grandchildren, 11 great grandchildren (1 predeceased Lucy) and 1 great great granddaughter.
