Millard was married first to Thelma Dixon on 27 Jan 1934, they had five known children per records of family, death, birth, and marriage records of Beaufort, Martin and Pitt Counties and sources off Ancestry.com. Children are, Delphia Lucille Barrow, Franklin Delano Barrow, Dorcas Carol Barrow, Charles "Charlie" Cleveland Barrow, and Millard Woodward Barrow Jr...

He married 2nd to Gaynell Pryor Whitford most likely around 1956 when he and Thelma were divorced, a record could not be found to support this but it's most likely close. Gaynell went on to marry in 1991 a Thomas Odell Wetherington.

William Kittrell transcribed the following in his 2007 survey, it reveals a 2nd spouse of Millard's. "Barrow, Millard W. (b. 1914 - d. 1970), Section: FLORAL GARDEN 1. Husband of Gaynell Barrow." When William transcribed this grave, he included a transcription for Gaynell with the birth year of 1914 and unk for the death date, when a photo of his gravestone is taken it's possible it will reveal her name with what William Transcribed, most likely the plan originally was for her to be buried next to him. This is William's transcription in that survey for Gaynell "Barrow, Gaynell (b. 1914 - d. Unknown), Section: FLORAL GARDEN 1. Wife of Millard W. Barrow."
