U.S. Congressman. He graduated from St. Johnsbury Academy, in 1886, from Harvard University, in 1891 and was secretary of the commission on revision of Vermont statutes, (1893-94). He then studied law, was admitted to the bar 1894 and commenced to practice law in Morrisville, Vermont. He was prosecuting attorney for Lamoille County, (1896-98), town clerk and treasurer of Morrisville, (1896-1900), a member of the Vermont State House of Representatives, (1900-02) and Vermont Secretary of State, (1902-08, 17-19). In 1923, he was elected as a Republican to the Sixty-eighth Congress, serving until 1925. Not a candidate for re-nomination, he resumed the practice of law until his death at age 69.
