Fort Campbell fire that killed children was arson

FORT CAMPBELL, Ky. -- A fire at Fort Campbell last month that killed a 2-year-old girl and 9-year-old boy in their family's three-bedroom home was caused by arson, law enforcement officials said yesterday.

Details about what was used to start the fire were not being released, said Craig Roegner, spokesman for the federal Bureau of Alcohol, Tobacco, Firearms and Explosives field office in Bowling Green.

"There was enough information to say yes, in fact it is arson, but we don't have enough to give a cause yet," he said.

Six families lived in the two-story housing unit where the fire broke out, a housing development called Lee Village that dates to the 1940s and is in the process of being torn down.

In a joint release with Army Criminal Investigation Command, the bureau identified the children as Rebekah Smallwood, 2, and Samuel Fagan, 9.

Their parents, Spc. Wayne Smallwood, 33, of the 626th Corps Support Battalion, and his wife, Billi-Jo Lee Smallwood, 32, suffered minor injuries. The Smallwoods' infant daughter, Nevaeh, escaped without injury, the release said.

Soldiers from Spc. Smallwood's unit have established the Smallwood Family Fund at the Bank of America in Clarksville, Tenn., to accept donations.

About 10,000 family members live in housing on post, according to the most recent Fort Campbell fiscal report.
