Mr. Joseph Samuel Lowe was born on October 10, 1987, in Bronx, New York, to Deshaunta (Barbara) Lowe and the late Wiley Lowe. He attended Boces High School in Goshen, Orange County, New York. He received his masters degree in law from Syracuse University. He loved to eat candy and tell jokes. He passed away on May 28, 2019.
