Rachel Ann Hill was born in Richmond, Virginia on October 7, 1925 to the late Robert and Mary West. Rachel transitioned from this earthly life in her home on Saturday, May 4, 2019. Her brother Benjamin West preceded her in death. She attended public schools in Richmond, Virginia.

At a young age, she was converted and baptized at First Bethel Baptist Church. She joined her Mother in Washington, D.C. and joined Springfield Baptist Church where she was very active.

She was employed by the State Department where she met her late husband of 32 years. James C. Hill. From this union there was one child Cecilia Hill. As husband and wife they joined Harvey Memorial Baptist Church of SE DC, which is now The Master' s Touch Praise Ministries. She was active in and loved her church. She served as a Deaconess. Pastor's Aide, Culinary, Women's Club , Sunday School teacher and Missionary. She has always had a servant's heart and open arms. She birthed one daughter, but cared for many children as the Neighborhood babysitter. She was the Fourth Street Mother and a true friend to all who befriended her and even to any stranger in need. She was a true virtuous woman known for her cooking, especially her street potato pies, coconut pies, and pound cakes.

She leaves to mourn her devoted daughter Cecilia Hill, her Goddaughter Trina Tanner, her cousins Ruth Jones and Aretha Ellett along with a host of cousins and other family members. She also leaves to mourn many close friends, Sadie, Hattie, the Jenkins Family, the Tanner Family, the Sanders Family, the Bussey Family, the Grant Family, the Vaughn Family, the Bowling Family, her Fourth Street Family, her church family and a host of others too numerous to name.
