Born in Cornish, New Hampshire. Was educated at Kimball Union Institute in Meridian, New Hampshire and studied law in Buffalo. Started a law practice in May 1848. In 1853 was appointed Brigadier General of the Wisconsin State Militia. Was president of the Racine Wisconsin Board of Education as well as a chairman of the Judiciary Committee of Wisconsin to help revise the laws of the state. In 1869 was on the Board of Regents for the University of Wisconsin as well as attorney general for the state of Nebraska. He came to Omaha in 1866 and was mayor of Omaha in 1880. He also saw action in the Civil War as Paymaster of Volunteers U.S. Army.
