She was born in Oxford, March 11, 1936, daughter of the late Harry and Frances Melberger, Jr.
Joan was a former Tax Collector in Oxford for over 30 years, retiring in 2004.
She was a devoted volunteer at the Oxford Public Library for over 60 years and loved the history of her town. She was a past President of the Oxford Elementary PTA, taught Sunday School at the Colonial United Methodist Church for over 25 years and was a former Girl Scout Troop Leader in Oxford, NJ. Joan was recently awarded her 50 years pin by the Order of the Eastern Star of Phillipsburg. She was also a member of the Red Hat Society.
She is survived by her husband of 62 years, Jerome Rowe, daughter Jacqueline Garrell and husband Stephen of Hamilton, NJ, and two granddaughters Amanda and Casey. She is also survived by brother Wayne Melberger and wife Patricia of Easton, PA.
