Theodore W. Olfers, 91, passed away on September 21, 2005. He was born on December 18,1913 in San Antonio, TX and was raised in Fredericksburg, TX, with his four brothers and four sisters. He moved to El Paso TX as a young man and served in the Civilian Conservation Corp. He entered government service in 1935 at Fort Bliss. He married Genevieve Pence of El Paso in 1939 and had a daughter, Barbara Jeanne, in 1942. 
He served in the army during WWII. Upon returning to El Paso in 1948, he served in the Civilian Personnel Office at Fort Bliss as Personnel Management Division Chief. Upon retirement he was chief of the Technical Services Division. He served on the board of the Government Employees Credit Union for 25 years. He also served as President of the Federal Business Association, was the first Chairman of the Combined Federal Campaign, and also served as President of the Child Treatment Center of El Paso.
He was a member of the First Presbyterian Church of El Paso, where he served on the session as an elder. Ted and Gen’s participation in the Chancel Choir, and their chaperoning of the Youth Choir, enabled them to travel to many countries. Ted also sang in the barbershop chorus call the El Paso Borderchorders, winning National championship in 1966.
He was an avid sports fan, and attended many of the UTEP basketball games. His hobby and passion was being a gardner, and cooking and canning. Ted and Gen moved to White Acres Retirement Home and enjoyed many activities.
