He was born in Liverpool and died at Clifton Gardens, Folkestone. He was the brother of Felicia Hemans, the poet and served with the Royal Welsh Fusiliers in the Peninsular War. He was severely wounded at Badajoz. He became a magistrate at Kilkenney in 1830 and Chief Commissioner of the Dublin Police in 1831, where he served for 20 years.
