Born in Kingston, TN, he was a son of the late Joseph Melvin and Cyble Lee Spears Mullins.
Chief Warrant Officer Mullins served in the United States Army as a helicopter pilot during the Vietnam War and the Korean War, where he was a POW. He received two Purple Hearts, the Korean Service Medal, the Bronze Star, the National Defense Medal, and the Distinguished Flying Cross. He was a member of Rabun Creek Baptist Church, and a 32nd Degree Mason.
Mr. Mullins is survived by a son, Gerry Michael Mullins (Debra), two grandchildren, six great-grandchildren, two great-great-grandchildren, two brothers, Curtis and Mack Mullins, and a sister, Obyne Armour.
In addition to his wife and parents, Mr. Mullins was preceded in death by son, Joseph Clayton Mullins, Jr., one brother, and three sisters.
Burial in Rabun Creek Baptist Church Cemetery.
