Burial will follow in Evergreen cemetery. The family will receive friends at the funeral home 1 hour before service from 1 until 2 p.m.
Joe was born September 27, 1922 in Paris a son of Joseph and Pearl Roden McDowell. He married the love of his life, Frances Laverne Shelton on August 1, 1947 at First Baptist Church in Paris. They were married for 52 years and after her death he married Lou Ragsdale on Oct. 15, 1998. She also preceded him in death.
He served his country proudly during WWII in the Army and was stationed in the Philippines. He then attended A&M University earning an Engineering Degree. He retired from Texas Department of Transportation as a District Construction Engineer. He was an avid fisherman, and enjoyed puttering around in his shop. He was a devoted member of the First Baptist Church where he served as a deacon.
He is survived by three children, Tamara Echols and husband Tommy, Mark McDowell and wife Cindy and Felix McDowell and wife Kathy, all of Paris. Grandchildren Brent Echols, Lance Echols and wife Patti, Clint Echols and wife Brittany, Colter McDowell, Tasha McDowell Brumbalow and husband Austin, Blayne McDowell, Trent McDowell, all of Paris, Mackenzie McDowell from Frisco and Chad McDowell from North Carolina, as well as ten great grand children and several nieces and nephews.
