Judith was born on December 5, 1936 in Racine, Wisconsin the daughter of Ralph Marshall Colburn, Sr. and Ruth Suzanne (Taylor) Colburn.
In 1957, she married Robert W. Keeling Sr. together they had four children: Ruth Holt, Robert Jr., Susan Tate and Timothy Keeling. She later married Kenneth L. Ford in 1976 to this union one child was born, Lisa Frazee. In 2001, she married Darrel E. Baldwin who survives her.
