Frank was born October 9, 1934, in Dixon, the son of Frank and Anna (Blackburn) Howell.
He served in the US Army and later married Betty J. Baumgardener on July 2, 1955 in Dixon. She preceded him in death on May 22, 2007.
Frank was employed as a Teamster truck driver for 45 years.
Survivors include one daughter, Janice (Ryan) Withers; three sons, Daniel Howell, Richard Howell and Gary Howell; one brother, John Howell; four grandchildren, Mindy (John) Hochstein, Brian (Kara) Howell, Anna Withers and Toni Withers; and two great- grandchildren.
He was preceded in death by his wife; parents; one brother, Wesley Howell and one sister, Madeline Bonnell.
Cremation rites will be accorded. A private ceremony will take place at a later date.
