He was born in Kane, PA, the son of Clarence and Mable Shoop. The family moved to Corry, Pa in 1921.

He attended the Corry schools, graduated from Corry Senior High in 1936.

He attended Denison University at Granville, Ohio, leaving after 2 years to become a flying cadet in the Army Air Corp.

Some of his accomplishments in the AF:

1940 - Graduated from Kelly Field, remained in San Antonia and instructed in advanced flying tactics at Brook's Field.

1942 assisted in organizing the advanced glider flying school at Lubbock, Tx. Served as group commander and Director of Flying training glider pilots for service in the invasions of Normany and Germany.

1945 - Undertook B-24 and B-29 flight training and was assigned to the Air Force Test base at Muroc, CA as Dir. of engineering. He flight tested experimental ac: XP80, XP84 and Northrop Flying Wing.
[Note while at Muroc, he is mentioned in the "Blue Book" as he gave a statement on July 11, 1941 pertaining to an UFO. I have a copy of this statement.]

He remained at Muroc until Aug of 1947 when reassigned to the Air command and Staff School.

1948 - Assigned to Headquarters, Alaskan Air Command where he was Assistant Dir of Plans and Dir of Operations and Training. After 3 years, he was assigned to the Dir of Intelligence Headquarters, USAF, in the Pentagon, promoted to Col in 1956.

He was assigned the 195th Fighter Squadron as Air Force advisor. Assisted the CANG in transitioning to F86F supersonic fighter aircraft.

Transferred to the RAND Corp for 2 years as a member of the research staff. In 1958 he was assigned to the Air War College, upon graduating he was assigned to the Aerospace Technical Intelligence Center at Wright Patterson AFB, OH working in intelligence.

1962 - Reassigned to the Pentagon, to organize a scientific and technical office in the newly established Defense intelligence Agency. Working with the Joint Chiefs of Staff.

1965 - Assigned to the Foreign Technology Div of the AF in daytob, OH.

1967 - Appointed Chief of Staff.

1969 - Retired and received among other medals the Legion of Merit military decoration.

He also obtained a Bachelor of Science degree from the University of Maryland in 1953 and a Masters of Arts degree from George Washington University in 1965.
