The son of Martin and Catherine, he joined the Metropolitan Police as part of A (Westminster) Division on 3rd August 1835 with the warrant number 10754. Police Orders record he was given a reward on 5th December 1835. He rose to Police Sergeant around July 1839 and then to Inspector around September 1847. He was still an Inspector at the time of the 1851 census, when he, his wife, their two sons and a servant were living at 54 Charles Street (now King Charles Street off the west side of Whitehall).

He was promoted to Superintendent in charge of F (Covent Garden) Division around January 1854. He also moved house since in 1861 he and his family were living at 110 or 113 Long Acre at the heart of his new Division. He was widowed in 1867 and finally left the force on 14th November 1868 due to "being worn out and unfit for further service", with a pension of £216/13s/4d.

The year after his retirement he re-married in the Clifton district of Somerset to Ann Susanna Day (1837, Newington, south London - 1930, Lewisham district) . The couple moved to live by the village green in Stanwell, a village just to the south of what is now Heathrow Airport. They were there in 1871 with Thomas' grand-daughter Millicent Ev'leen Durkin (1869, Mayfair, London - 1903, Hampstead district) and a servant. His probate record states he was living at 124 St Mary's Road in Peckham at the time of his death.
