Richard was born May 1, 1928 in Irene, South Dakota. He was the son of the late Sterling and Hannah Fredricksen Scroggins.
He was a graduate of Sheboygan Falls High School with the class of 1946. From 1946 to 1948 he served with the United States Navy. After being honorably discharged from the Navy, he continued his education at the Elgin School of Watchmaking from where he graduated in 1950.
Richard was the watchmaker and goldsmith at Rummele Jewelers for 48 years from where he retired in 2002.
On February 10, 1949 he married Shirley J. Turek in Sheboygan Falls.
In 1973 Richard was appointed for a 4-year term by Governor Warren Knowles to be on the Watchmaking Examining Board of the State of Wisconsin. Subsequently Richard was reappointed to 2 additional terms by Governor Lee S. Dreyfus.
He is survived by his wife of 58 years: Shirley; 2 sons: Rick (Lynn) Scroggins, Cleveland, Wis.; David Scroggins and his significant other, Jean Bonde, Kiel, Wis.; 4 grandchildren: McGuire of Avon, Colorado; Chad of Stevens Point, Wis.; Sam of Heroshima, Japan; Lisa Krueger of Minnesota; 1 great granddaughter: Lilika; 1 brother: Charles (Sharon) Scroggins, Sheboygan Falls, Wis.; 4 sisters-in-law: Dorothy Scroggins, Sheboygan, Wis.; Audrey Scroggins, Sheboygan Falls, Wis.; Donna Turek and Dorothy Schlorf both of Manitowoc.
He was preceded in death by three brothers: Robert, William and Donald.
Funeral services will be held June 9, 2007 at Wesley United Methodist Church, 1130 South 9th Street, Manitowoc. Officiating will be Rev. Janis Best with entombment to take place at Knollwood Mausoleum
