Born Dec. 24, 1928, in Peoria to Christian and Louise Weishaupt Rapp, he married Grace Gieseke Ingram on Nov. 10, 1979, in Morton. She survives.
Also surviving are one stepdaughter, Debbie (and Willie) Glueck; one step granddaughter; and two sisters, Mary Payton and Joyce (and Gerald) Runyon.
He attended Brown's Business College in Peoria.
He first worked at Paul P. Cumming Accountants and Tax Service in Peoria.
He owned and operated Rapp's Accounting and Tax Service in Morton since 1967.
He was a member of Independent Accountants Association of Illinois and served as secretary-treasurer of Peoria Chapter 7 for the past six years.
He also served as vice president and secretary of the Peoria Speedway for 27 years.
He was a notary public.
He attended Morton Christian Church.
