Hugh O. Welch Jr. RALEIGH, N.C. - Mr. Hugh O. Welch Jr. of Raleigh, N.C, a construction superintendent, died of a heart attack Thursday at Rex Hospital here. He was 44. The funeral will be at 2 p.m. Sunday at Christ's Sanctified Holy Church in Perry, Ga., with burial at the church cemetery. Surviving are his wife, Mrs. La- Wanna Kelly Welch; two sons; his mother, and two sisters.
