Paul William Phy was born to Nonnie and Frances Phy in Stamford, Texas, on October 4,1934. He graduated from Stamford High School in 1952, where he served as Class President and captain of the football and track teams. He also played trumpet in the Stamford High School Band. Paul graduated with a BBA in Accounting from the University of Texas at Austin in 1956, where he was a member of Alpha Tau Omega Fraternity. Paul's military service included: Naval ROTC during his college years, active duty in the United States Air Force and service in the Army Reserve. In 1961, Paul graduated from UT Law School. He served one year as a briefing attorney for the Texas Court of Criminal Appeals. Paul then joined the staff of the Texas Attorney General's Office where he became Chairman of the Municipal Bond, Insurance and Banking Division of that Office. In 1966, he joined the law firm of Baker & Botts, Houston, Texas, establishing a Municipal Bond Division for the firm. Paul moved to Dallas in 1970 to represent the Dallas/Fort Worth Airport Authority. He created a niche for himself specializing in water and municipal bond law. He represented Lakeway Municipal Utility District for more than thirty years having established the District in 1971. He also represented the Cities of Irving and Farmers Branch/Carrollton in extensive successful flood control efforts over a period of many years. Paul's work in Houston prepared him for his specialization in flood control, which was useful in his long time representation of Municipal Utility Districts in their efforts to reclaim land from the flood plain for residential and commercial development. He was a member of the State Bar of Texas from 1961 until his retirement. Paul enjoyed playing golf at Royal Oaks Country Club, walking his beloved black Labrador Retrievers and spending time with his grandson, Lee, the light of his life. He retained his wonderful sense of humor until the end. Paul was married for 59 years to Ann Dudgeon Phy who survives him. He is also survived by his daughter Elizabeth Ann Phy and his grandson William Lee Scott of Dallas. He was preceded in death by his son, Paul-David Phy and his granddaughter Jane Brady Scott. The family is grateful to: Thad Shearin, Sara Patterson, Theresia Tatang, Ike Ezuigwu and Jimmy Robledo for the loving care they provided during his final days. Memorial Services will be held on Tuesday, February 26, at 3 p.m. at Highland Park United Methodist Church, 3300 Mockingbird Lane, Dallas, TX 75205, where Paul was a longtime member. Memorial gifts may be made to The Alzheimer's Association Greater Dallas, 3001 Knox St., #200, Dallas, TX 75205, or to a charity of your choice.
